NEW! Email Address for Feedback on Recreational Facilities
In an effort to enhance the ability of Village residents to provide input and suggestions, the Parks and Recreation Committee has established a dedicated e-mail account: parksandrec@castlepinesvillage.org. This address should be used for all comments and concerns regarding our pools, fitness center, walking paths, tennis courts, playing fields and events managed by Parks and Rec. Representatives of the Committee will have access to this mailbox and will check it on a daily basis. This will also provide a way for the Committee to respond more effectively to specific issues. We look forward to hearing from you!

Comcast Cable Service - Nationwide Digital Conversion
Comcast’s nationwide conversion to an all digital signal occurred on Monday, March 22.
For TV's that are plugged directly into the wall you will need either a Digital Transformer Adapter (DTA) or a Set Top Box to view all of the channels included in the "Digital Starter Cable Package" - this is the basic cable package provided to all residents as a part of their HOA dues. All households are entitled to receive at no charge 3 DTA's and 1 Set Top Box and FREE installation.
You can get your free digital conversion equipment by calling Comcast at 303-930-2000 or by visiting the Comcast office in downtown Castle Rock at 118 S. Wilcox St. (next to the Library). Their hours are 10 am to 4 pm, Monday through Friday.

US Census Takers in the Village
Beginning March 1, census forms will be mailed or delivered to every household in Douglas County. Starting in late April, Census workers will begin visiting Village households that have not returned these forms, and will work with residents to complete the forms in person. Several of our Village residents are participating in this task so you may recognize some of them!

This activity is estimated to continue through August. To avoid a visit from Census workers, simply fill out the form you receive in the mail and send it in quickly. If the bureau has your form, it won’t need to send someone out to gather the data in person. These individuals will not be in uniform but will have informational literature from the U.S. Census Bureau in an official 2010 Census briefcase and they will also have an identification badge with his/her name. You may ask for a photo ID to confirm his/her identity. If you’re still not sure, you may call the U.S. Census Bureau’s regional office at 1-800-852-6159 to confirm. They will use an official 10-question form.

A Census Worker WILL NOT: Enter your home under any circumstance, threaten you with arrest if you refuse to participate, call your home or mobile phone to conduct the 10-question interview, ask for your Social Security number, bank account information, driver’s license information, or any personal financial information, or visit your household again after completing the 10-question interview (note: you may be called to clarify an answer). If a solicitor is posing as a Census worker or there is suspicious behavior such as repeatedly knocking or attempting to enter a home, call Emergency Services immediately. To learn more about the census and see the list of questions, visit 2010census.gov

What To Do with Landscape & Construction Waste
Landscape materials that are put out as trash for Waste Management may only be placed on the curb on the day of pickup and no earlier than 5am. You may place these items next to your house until pickup day, but you may receive a notice of violation and fine if you put them out on the curb before then. Please note that WM will pick up a maximum of 10 bags per home at one time. Please contact WM at 303.797.1600 if you need to request a special pickup. Visit the CPV website for more information about WM’s trash service in the Village. Thank you for helping us to keep our community beautiful!

2010 Douglas County Household Chemical Roundups
Tri –County Health Department announces three, drive-through Douglas County Household Chemical Roundups during 2010:
*August 14, Shea Stadium, 3270 Redstone Park Circle, Highlands Ranch. 9am – 3pm.
*September 11, Town of Castle Rock Utilities, 175 Kellogg Ct., Castle Rock. 9am – 3pm.

Acceptable items are: paint and paint products, motor oil, antifreeze, rechargeable batteries, vehicle batteries, house and garden chemicals, pool chemicals, fluorescent light bulbs, CFLs, fire extinguishers, fireworks, ammunition, items containing mercury, propane tanks, helium tanks, and passenger vehicle and pickup truck tires.

The events are offered free-of-charge to Douglas County residents, however, participants will be asked for a $25 contribution to help offset the high costs of hazardous waste disposal, which can cost more than $100 per household through a private company.

Participants will be asked for a driver’s license, water bill, utility bill or phone bill to verify residency.

The Roundups cannot accept waste from businesses, and are not able to accept radioactive waste, smoke detectors, scrap metal, oil drums, asbestos, explosives stronger than fireworks, or any compressed gases other than propane. Additionally, residents with water-based, latex paint products are encouraged to dry the paint at home using absorbent (kitty litter, sand, dirt), and dispose of the dried paint with regular garbage. This will significantly help lower the Roundup’s disposal costs.

For more information, visit www.tchd.org/householdchemical.htm or call the 24-hour Household Chemical Roundup Info-line at (303) 846-6249.

Notice from the Wildlife Committee: Rodents
Wildlife officials have confirmed an increase in rodent populations. We have wood rats (packrats), Norway rats, voles and mice in the Village. Damage prevention and control methods include: exclusion by sealing openings, removing vines from fences and buildings, cutting back shrubs and eliminating weeds, snap traps, live traps and glue boards. Ultrasonic devices have not been proven effective.

    Lost & Found
Did you lose something over the summer at one of the Village facilities like the Fitness Center, the Tennis Courts or the Canyon Club? ES has accumulated quite a few items that were left behind over the summer—scooters, cameras, jackets, etc. Stop by the ES window in the CPHA building to provide a description of your item.

    Wildlife Enthusiasts: Pictures Wanted
The Wildlife Committee (WC) is collecting photos featuring the varied wildlife in our community. All photos will be used for resident viewing purposes only: to include photo displays at special Homes Association events, a slideshow on this website, and a framed collage at the media center within the CPHA office. Photos will become the property of the CPHA, but will not be used for commercial purposes. Photos will be accepted throughout the year. Send JPEG photos to admin@castlepinesvillage.org . High resolution files preferred and CD disks can be dropped off to the CPHA office in c/o of the Administrator, Lisa Goodwin. Questions? Contact the Wildlife Committee at 303.952.0932

    Dogs Off Leash
The Village Rules and Regulations concerning pets are to help ensure that your pets are good citizens of the Village. When not on your property your dog must be on leash at all times, and this includes all open space areas. Animal waste that is left behind can pose health hazards to people and other pets so please remember to clean up after your pet. “Mutt Mitt” stations are located around the Village for your convenience. Please feel free to take as many of these handy bags as you need for future walks. Note that these bags are to go with the user and not be left behind at the dispenser station. Emergency Services Officers will periodically monitor the open space areas to ensure that dogs are on-leash.

    Feeding Wildlife
With the exception of feeding birds (seeds, suet, and hummingbird nectar), feeding or baiting wildlife on Castle Pines Village properties is prohibited. Regardless of how benevolent a person’s intentions, feeding hurts wildlife. Feeding creates an unnatural behavior that disrupts the natural balance. It also attracts prey species and predators to your home where they can create a safety risk to your family and pets. In the end, it is the animals that usually suffer. For expanded discussions on the hazards that feeding wildlife can create, please review the sections on black bears and mountain lions. Article: Living with nature in Castle Pines Village

    Bear Sightings in the Village

Bear sightings have occurred in both the North (Borealis, Indigo, Bantala) & South sides (Morning star, Tamasoa) of the Village. If you see a bear do not approach or attempt to feed it. Do your best to chase it away with loud noise, clap your hands, or blow a whistle. Never approach or corner a bear. Do not leave pet food outside as this will attract a bear. Call ES immediately to report the sighting.

Update Your Resident Info with ES
A reminder to all residents whose addresses end in 1, 2, 3 or 4 please fill out and return the Emergency Service’s Homeowner Information form and return it at your earliest convenience. The form can be filled out online and emailed confidentially to the ES administrator. You can also fax, mail or drop off the form to the ES office. Thank you in advance for your prompt response!

Castle Pines Village North Sales Tax and the 80108 Zip code

The CPHA has learned that a city sales tax from the City of Castle Pines North is erroneously showing up on select ‘Home Services’ billing to residents in the Village.  The City of Castle Pines North was made aware of the problem and has since submitted a document to the Colorado Department of Revenue (CDOR) specifically indicating the addresses within their city boundaries, thereby effectively removing CPV addresses that share the same zip code.  There have also been reports that the CPN sales tax has appeared on invoices from retail stores for the purchase of deliverable goods such as furniture and appliances.  The County in which you reside (for CPV it is unincorporated Douglas County) is ultimately responsible for ensuring vendor compliance to the various city sales taxes that exist within the county’s borders.   CDOR informs us that the revised list provided by the City of CPN could take as long as a year to “trickle down” to all of the Colorado Counties, the numerous vendors that provide goods and services in Colorado, and the 3rd party tax service providers that many companies use to ensure sales tax compliance.  There are several things you can do to get a refund for past sales tax paid on a home services bill, remove the tax from future home services billing, or have the tax removed from retail delivery invoice.

    1. For Cellular phone bills the Mobile Telecommunications Act states that the cellular vendor must resolve, review, refund or credit within 60 days of notice, a claim with regard to the erroneous assignment of a sales tax.  Contact your cell provider directly and ask that the CPN sales tax be removed from your bill, and that you be credited for previous taxes paid.  FYI: CDOR recognized CPN’s annexation in August of this year. For other home services billing that are NOT cell phone service, first contact the service provider directly to request a correction to future invoices and a credit for past taxes paid.  If the service provider is not able to make the correction and refund contact Helen Kellogg, Douglas County Sales Tax Specialist at 303.660.7340.  FYI: the CPN sales tax does NOT appear on billing from the Metro District, IREA or Aquila.
    2. If you are purchasing deliverable goods, it would be advantageous to print a tax authority verification form and bring it with you to the vendor.  This document can be found on the Douglas County's website, the Tax Assessor's web page.  By entering your name or address you can pull up information about your property including the tax jurisdiction (look for the tab in the record marked “Tax Authority”).  The retailer may however charge the CPN sales tax regardless of the verification form.  If so, the resident must complete CDOR’s Claim Refund Form-DR 0137, click on the link to Forms, click on Forms by DR Number, then click on DR 0137.  Submit it along with other necessary documentation to the Colorado Department of Revenue.  Additionally, the resident should contact Helen Kellogg, Douglas County Sales Tax Specialist at 303.660.7340 to report the incorrect charges.

To view all of the State, County and City taxes you are responsible for paying, this information can be found on the Douglas County website, Tax Assessor's page, by first looking up your property.  Note:  Castle Pines Village residents live in unincorporated Douglas County so there are no city taxes.   Follow these steps:

Visit the website www.douglas.co.us/assessor.  Enter your name or address to search for your property.  Once you find your property click on the tab "Tax Authority".  There you will see a complete breakdown of all of the taxes
